65 w/ edelbrock idle problem, hope it's just vacuum?

Anyone around Blaine Washington at the peace arch border crossing that can help me with an idle problem would be greatly appreciated, they stole the original carburator, so had to buy an edelbrock, brakes are working and rough idle, would this be a vacuam problem. maybe if a caddy guy is in the area he would swing by the esso station in blaine and talk with woody, great guy. my name is bobby brown, original owner, a friend of mine stole the car from me and took the carburator and let cats run through the interior, no one ever sat in the back seat before this, shame. So I am left with trying to get it running and clean it up on a limited budget, but I love the car, lots of memories and people attached to it. Sure could use some help. 8184913558

I meant to say the brakes ARENT working, therefore it may be the vacuum, see the round tank that is missing on my car but I am not a mechanic so dont know if it was ever there.
